Summary of Position

The University System of New Hampshire Director of Capital Planning and Development is responsible for overseeing the planning, design, construction, and maintenance of the physical facilities and infrastructure of the university system. The director works collaboratively with systemwide and campus leaders, state agencies, state/local authorities, consultants, contractors, and other stakeholders to ensure that the capital projects meet the strategic goals, budget, schedule, and quality standards of the university system.

  • Bachelor’s degree in architecture, engineering, construction management, or related field.
  • Minimum of 10 years of progressive experience in capital planning and development, facilities design and complex construction projects.
  • Demonstrated knowledge and skills in project management, budgeting, contracting, design, construction, and maintenance of complex facilities and infrastructure.
  • Strong leadership, communication, collaboration, and problem-solving skills.
  • Ability to work effectively with diverse stakeholders, including senior administrators, faculty, staff, students, and external partners; ability to influence through credibility, integrity and professionalism.
  • Proficiency in Microsoft Office, project scheduling and management software, and technology.

Additional Preferred Qualifications

  • Master’s degree in architecture, engineering, construction management, or related field.
  • Experience in complex construction project management in higher education.
  • Licensed architect or engineer, or certified construction manager.

Duty/Responsibility

Systemwide Responsibilities:

  • Develop and implement capital planning and development policies and procedures for the university system.
  • Coordinate and oversee all board-approved capital plans including the prioritization, approval, funding, execution, and reporting.
  • Provide leadership and guidance to the BOT and campus capital planning and development teams and foster effective communication and collaboration among them. This includes understanding the state, regional, and national/international marketplace and trends.
  • Oversee the selection, contracting, and performance of external consultants and contractors for systemwide-related capital planning activities (masterplans, facility condition assessment, etc.).
  • Monitor and report on the progress, status, risks, and issues of the capital projects and systemwide facilities and propose solutions and corrective actions as needed.
  • Manage the systemwide capital planning and development budget, annual and long-term/multi-year and resources and ensure the fiscal accountability and transparency of the capital projects and future capital needs.
  • Support the development and maintenance of the university system’s master plan, space inventory, and facility condition assessments.
  • Advocate and support the capital needs and interests of the university system to the internal and external stakeholders, including the board of trustees, the state legislature, the governor’s office, state and local authorities and the public.
  • Lead and support real estate acquisition and disposal.
  • Ensure compliance with the applicable codes, regulations, standards, and best practices for the capital projects.
  • Manage and lead System Office capital and facility activities and operations.
  • Lead and oversee the development, revision, and integration of USNH’s standard design and construction contracts and approve material exceptions to USNH’s standards/requirements in partnership with USNH procurement, general counsel, and others as needed.
  • Oversee, coordinate, and manage the USNH builder’s risk insurance program in collaboration with the USNH risk management department, insurance advisors, general counsel, systemwide and campus leadership, and others as needed.

Duty/Responsibility

Additional Campus-Specific Responsibilities for UNH, PSU and KSC:

  • For UNH capital projects more than $5 million, participate in the selection and contracting process for design and construction.
  • For PSU and KSC projects more than $2 million, from conception through the end of the warranty period, as applicable, oversee the selection, contracting, performance of external consultants and contractors, and day-to-day activities for Plymouth State University and Keene State College working in collaboration with campus leadership and campus facilities teams.
