Senior Engineer

Job Description

Sayres is seeking a Senior Engineer to support PEO Unmanned and Small Combatants (USC) in San Diego, CA with Secret Clearance, verifiable in DISS.

PEO Unmanned and Small Combatants (USC) provides a single program executive responsible for acquiring and maintaining the littoral mission capabilities of the USC class from end to end, beginning with procurement, and ending with fleet employment and sustainment. These include programs in support of Mine Warfare, Littoral Combat Ship Mission Modules, and Unmanned Maritime Systems, in addition to Littoral Combat Ship, Fleet Introduction, Test & Evaluation, and In-Service Support.

PEO USC is comprised of seven program offices. In addition to the USC mission modules program, the portfolio includes programs in support of mine warfare, maritime systems, and expeditionary systems. These offices are responsible for the development, delivery and maintenance of over 200 programs supporting our overseas contingency operations and the transformation of military capabilities for tomorrow.

Basic Job Duties

  1. Program Support
  • Provide program analysis, development, monitoring, and control support.
  • Support strategic planning, policy development, financial processes, congressional and external affairs, and administrative functions.
  • Coordinate program metrics, process improvements, and Total Ownership Cost (TOC) reduction planning.
Congressional Management
  • Draft responses to congressional data calls and authorization/appropriation bills.
  • Track legislation, hearings, and generate hearing after-action reports.
  • Identify legislative risks and draft legislative risk memos.
TOC Reduction
  • Assist in developing TOC reduction plans during research and operational phases.
  • Recommend investments and strategies to reduce operational costs.
Program Planning and Control
  • Develop program plans, white papers, and milestones.
  • Track progress, establish metrics, and support milestone reviews.
Presentation Development
  • Prepare research-backed presentations for various briefing requirements.
International Program Management
  • Support potential foreign military sales within defined limitations.
Risk Management
  • Assist with program risk identification, mitigation, and coordination.
  • Facilitate risk board meetings and maintain risk databases.
Certification Management
  • Manage certifications for ship delivery and system introduction.
  • Support certification of mission modules and legacy systems.
Cybersecurity
  • Provide cybersecurity strategy and RMF support.
  • Ensure compliance with DoD standards and support CYBERSAFE initiatives.
Small Business Innovation Research (SBIR)
  • Track and manage SBIR processes.
Unmanned Systems Management
  • Support Unmanned Undersea Vehicle (UUV) programs for surveillance missions.
Organizational Strategy
  • Provide strategic planning and organizational assessments.
  • Develop human capital strategies, workforce plans, and leadership programs.
Data Analytics
  • Support naval vessel availability analysis using AI and data science.
Systems Engineering
  • Conduct technical assessments and support software and hardware development.
  • Support digital engineering initiatives using MBSE approaches.
Modeling and Simulation
  • Develop and analyze system models for operational trade-offs and risk management.
Test and Evaluation (T&E)
  • Plan, schedule, and monitor testing activities.
  • Generate test reports and integrate results into systems engineering processes.
Integrated Master Schedule (IMS) Analysis
  • Analyze schedules for project integrity, track critical paths, and provide performance metrics.
Logistics
  • Develop and track integrated logistics schedules.
  • Support ship design evaluations and logistics integration.

Minimum requirements:

  • Bachelor's degree in Engineering or Scientific discipline or preferred experience
  • 10 years experience in engineering or scientific discipline
  • Secret clearance verifiable in DISS

Preferred:

  • 15 years experience in engineering or scientific discipline
  • Prior military, maritime, or Marine Engineer background.

Salary:

The salary for this position is likely $100,000 - $140,000. Salary ranges are not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
