SPARC Center Manager
Job Description
The Health Behavior & Society department is currently seeking a SPARC Center Manager for the SPARC Center in Baltimore MD. SPARC provides comprehensive outreach and delivery services, general case management services, hosts a number of clinical service providers (e.g., legal, healthcare, addiction management), and also serves as a drop-in space for women and non-men. SPARC staff are expected to operate within the principles of harm reduction. SPARC supports women, agender, gender-nonbinary, gender non-conforming (GNC), and all other non-men identities. We specifically serve the south and southwest Baltimore community, due to the high number of women trading sex there, with little current community services or resources available to them.
The SPARC Center Manager will interact with a wide range of center staff (e.g., case managers, health providers, students, interns, interviewers and volunteers), as well as people who use drugs, people experiencing housing instability, and sex workers. The Center Manager will work closely with the Outreach Coordinator and the Director of Services to support the day to day operations of the SPARC Center. This position will report to the Director of Services.
Specific Duties & Responsibilities
Essential
- Supervise 3-6 full-time SPARC staff as well as students and casual workers, leading the hiring and onboarding processes as well as mentoring, professional development and any disciplinary actions.
- Liaise with partnering service providers, including troubleshooting issues and coordinating partner services and Center activities.
- Support the day-to-day operations of a service-providing drop-by center, including scheduling and supporting operations throughout the day.
- Oversee all building and vehicle management for SPARC, including maintenance issues, preventive maintenance contracts (pest, HVAC, etc.), ongoing and new service contracts (trash removal, cleaning, and sharps disposal contracts).
- Manage supply ordering and inventory for SPARC programs.
- Answer door, phones and greet clients and assist them in connecting to service providers and/or supplies as needed.
- Assist with community outreach, deliveries, on-site programs, and other direct services.
- Manage volunteer program, including recruiting, supervising and training volunteers, and planning and staffing volunteer activities.
- Work closely with administrators in the Department of Health, Behavior, and Society to complete SPARC administrative and managerial tasks.
- Troubleshoot problems and emergencies that emerge with staff or clients.
- Manage a client tracking database, logging and maintaining all services/visits.
- Troubleshoot any QA/QC issues with client tracking database.
- Assist in the development of Center protocols and oversee implementation, ensuring adherence to established procedures.
- Coordinate and co-lead trainings for staff, students, and volunteers.
- Coordinate and co-lead daily morning staff huddle.
- Maintain relationships and regular communication with community stakeholders.
- Assist in the development and facilitation of new Center activities, including counseling groups, trainings, community groups, etc.
- Communicate regularly with Director of Services and Project Director to provide updates and feedback.
Secondary
- Support case management activities, as needed.
- General clerical duties.
- Order and maintain office and clinic supplies.
- Assist clients with lockers, showers, laundry etc.
- Additional responsibilities at the discretion of the Director of Services.
Minimum Qualifications
- Bachelor's Degree in related discipline. Related Master's preferred.
- Five years related experience.
- Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Lived experience with sex work and/or drug use.
- Experience working with diverse populations including the sex worker population strongly preferred.
- Prior management experience.
- Social Work education and experience.
- Valid drivers license and ability to drive a large transit van.
- Technical qualifications or specialized certifications
- Ability to step in and out of a large transit van.
- Ability to lift and carry up to 45 lbs.

Starting Salary Range: $48,000 - $84,100 Annually (Commensurate with experience)
