Supervisory Responsibility
Supervises Management, Administrative/Confidential, Faculty, Classified, Student, Volunteer, and/or Temporary Staff of assigned department(s).

Position Summary

Provide coordination and administrative logistical support for Joint and Trades Apprenticeship Training Committees (JATC and TATC). Coordinate required course delivery and curriculum development that includes staffing, scheduling, curriculum oversight, evaluations, and partnerships ensuring programs meet state and federal requirements. Provides required reports to the Bureau of Labor and Industries and other offices as needed. Position requires management of program operations, student, and employer relationships that promote and support the objectives of the RCC apprenticeship program. This position contributes to all tasks related to the successful matriculation of students through the apprentice program from recruitment to pre-apprenticeship training, apprenticeship training, and sustainable employment upon program completion.

Primary Responsibilities

1.
Apprentice Oversight
  • Supervision of assigned staff.
  • Hires, evaluates performance, trains, disciplines, and recommends dismissal in accordance with established procedures and bargaining agreements.
  • Evaluates and oversees professional development plans and goals in support of the College’s mission and in accordance with good management practices, policies, and collective bargaining agreements.
  • Works independently and collaboratively to provide coordination for the program, including logistics of instructional delivery, locating instructors and preparing part-time faculty contracts.

2.
Committees and External Customers
  • Meets as needed with apprenticeship committees and state and regional agencies, including state minimum guideline standards subcommittees, representing Rogue Community College.
  • Assists schools (K through 12 and other community colleges) in making information accessible to students and career counselors through the provision of printed information and public speaking engagements regarding requirements and basic qualifications.

3.
Apprentice Student Services
  • Student/Apprentice account management, including tuition collection, receipts, account reconciliation, and follow up with apprentices with unpaid tuition balances.
  • Provide VA paperwork assistance to apprentices applying for education benefits through the VA.

4.
Other Duties as Assigned
  • May participate in College committees as assigned.
  • Engages in professional growth opportunities as assigned.
  • Performs other duties as assigned

Qualifications & Additional Position Information

1.
Minimum Qualifications
  • Education – Associate’s Degree in Business or related field.
  • Experience – A minimum of four years' experience including computer skills, word processing, preferably in Microsoft Office Suite products; verbal and written communication skills, interpersonal skills, supervisory skills, networking skills; project management; knowledge.

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

Preferred Qualifications
  • A Bachelor’s Degree is preferred.

Essential Knowledge, Skills, & Abilities (Core Competencies)
  • Knowledge – State (Bureau of Labor and Industry/BOLI) and federal labor rules and regulations; personnel and employment laws and practices; Equal Employment Opportunity (EEO) compliance issues; standard office techniques; and advanced computer functions, preferably in Microsoft Office products.

Physical ability to perform the essential job functions. Pass a criminal background check.

Other Requirements
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

Physical Demands
The physical demands listed below represent those that must be met by an incumbent to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with qualified disabilities to perform the essential functions.
  • Manual dexterity and coordination are required for more than half of the daily work period (about 70%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials less than 5 pounds daily and 5-25 pounds occasionally. This position requires both verbal and written communication abilities.

Working Conditions
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

 

Additional Posting Information

This is a Managerial/Supervisory position in the Operations and Finance Department. Starting compensation will be based on Grade J of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievement but generally not expected to exceed the midpoint of the range.
