Westchester Community College was founded in 1946 as the New York State Institute of Applied Arts and Sciences in White Plains. In 1957, the County of Westchester bought the 360-acre John Hartford estate in Valhalla and designated 218 acres for the community college. Job Description:
Under general supervision, the Buyer is responsible for initiating and following through in the competitive bidding process, which leads to the purchasing of a variety of products used by the College. The Buyer will:
- Review requisitions to make sure appropriate information has been provided;
- Coordinate with requesting department if any details missing or needs correction;
- Check if item to be procured is on state, federal or other authorized contract;
- Search for new vendors that are not on a state, federal or other authorized contract;
- Send out request for bids;
- Research & write specifications for products used by the College;
- Issue purchase orders;
- All other duties, as assigned.
Requirements:
REQUIRED QUALIFICATIONS: *This is a Civil Service position. The final candidate will be required to take and pass the Civil Service Exam when offered.* A high school or equivalency diploma and six years of experience where the primary function of the position was in the purchasing of commodities, materials, supplies or equipment required. College credits may be substituted at the rate of 30 credits per year on a year for year basis for up to four years of the required experience. The successful candidate must be proficient in Microsoft Word and Excel and comfortable learning software utilized to review requisitions and issue purchase orders.
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students and evidence of equity-minded practice in all college policies, practices, and personnel.
PREFERRED QUALIFICATIONS: Familiarity with federal and NY state procurement rules and regulations strongly preferred. The ability to review, interpret and apply federal, state and county procurement rules and regulations to purchases on behalf of the College also strongly preferred.
Additional Information:
POSITION EFFECTIVE: The position will remain open until filled.
WORK SCHEDULE: The work schedule will be Monday-Friday: 9:00 am-5:00 pm. Some flexibility with the work schedule may be required.
SALARY & BENEFITS: The starting salary is $67,417. Additional compensation with seniority steps maximize at a salary of $83,518. Benefits include comprehensive health coverage, a choice of defined benefit and/or defined contribution pension plan, generous leave benefits, and access to tax sheltered annuities and a deferred compensation plan.
