Mountain Empire Community College is a comprehensive two-year college serving residents of Lee, Scott, Wise, and Dickenson counties, and the City of Norton. MECC is one of twenty-three colleges in the Virginia Community College System and operates under policies established by the State Board for Community Colleges and the Local Advisory Board. The College is financed primarily with state funds, supplemented by contributions from the local jurisdictions.

The Business Office Manager will oversee and direct all general accounting activities including maintenance of accounting systems and standards and delivery of key financial management reports for the agency while supervising Business Office fiscal technicians who perform accounts payable, accounts receivables, cashier duties, student accounts, grants management, and purchasing. This position will provide administrative, business, and financial management services for the campus including oversight of the daily operations of the Campus Business Office. The position will be expected to work effectively with all internal divisions across campus as well as VCCS, and Virginia Department of Accounts offices.
Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications
Knowledge, skills, and abilities required to be successful in the position:
    • Proficient with or able to quickly learn the accounting software used by state agencies and the VCCS.
    • Demonstrated ability to apply GAAP, financial operations, internal control procedures and state and federal law and regulations
    • Ability to analyze and resolve complex problems and to develop and implement complex accounting procedures and reports
    • Ability to work collaboratively with management, staff, and agency personnel
    • Able to research and resolve financial issues
    • Able to communicate effectively with internal and external staff
    • Able to organize, prioritize and evaluate the work of others;
    • Able to understand, develop, and apply policies and procedures;
    • Can collect, maintain, and secure sensitive supplier data
    • Possesses business integrity and respect;
    • Can identify alternatives and proposes changes that improve quality and efficiency
    • Supervise staff engaged in a variety of statewide fiscal and accounting functions.
    • Knowledge of state and federal grant financial management and reporting requirements.
    • Knowledge of federal cash management requirements.
    • Knowledge and experience with reconciliation processes

 


Minimum required qualifications:
  • High school graduate with extensive experience in the field of accounting and/or extensive training in accounting which may be substituted with a bachelor’s degree in accounting, finance, business administration, or applicable field.
  • Knowledge of the application of generally accepted accounting principles and practices.
  • Knowledge of the application of business office operations.
  • Knowledge of the application of cash management functions.
  • Knowledge of the application of budget tracking, analysis, and reporting.
  • Knowledge of financial operations, internal control procedures, and state and federal law and regulations.
  • Working knowledge of Principles of Accounting, Generally Accepted Accounting Principles (GAAP) for government, and MS Office Suite (Word, Excel, and Access).
  • Strong working knowledge of financial software applications.
  • Experience supporting organizational goals and objectives

  • Knowledge of Commonwealth of Virginia regulations for revenue collection of state and local funds.
  • Knowledge of college and state fiscal policies and procedures .
  • Knowledge of PeopleSoft Student Information and Administrative Information Systems.
