Consultancy: International consultant in organizational management and human resources to prepare a proposal for the Manual Descriptor of Posts, Functions and Salaries and the Institutional Organization Descriptive Manual for the Financing, Transparency and Auditing Unit.

Background

Under the program in Honduras: Empowered Democratic Leadership for Citizen Confidence, IFES/Honduras seeks to contribute to the institutional development of the Financing, Transparency and Fiscalization Unit (UFTF) with the objective of promoting constructive interaction between the electoral management body and the citizenry. Under this framework, IFES Honduras is looking for an expert in organizational administration and human resources to prepare a proposal for a Descriptive Manual of Positions, Functions and Salaries; the proposal must accurately establish the structure of positions, job descriptions and remuneration criteria of the organization in order to promote competitiveness and equity in personnel management. The expert will also prepare a Descriptive Institutional Organization Manual that clearly and concisely documents the organizational structure, functions, responsibilities and procedures of the UFTF, in order to improve operational efficiency and facilitate decision making.


 

Activities

In consultation with IFES Honduras, the consultant will carry out the following activities:

  • Participate in coordination meetings with IFES Honduras and the UFTF.
  • Develop a work plan for the development of the consultancy.
  • Design the methodology and instruments necessary for the development of the consultancy.
  • Lead interviews and working sessions with UFTF officials and collaborators to gather additional information, which will require at least one working trip to Tegucigalpa, Honduras.
  • Review of existing documents related to the consultancy.
  • Prepare the Manual of Positions, Functions, and Salaries that includes:
    • Diagnose the current organizational structure of the UFTF and their respective positions.
    • Development of detailed job descriptions for each position, including responsibilities, requirements and interdepartmental relationships.
    • Review and update job evaluation and salary classification criteria.
    • Design a salary scale in accordance with the current labor market.
    • Develop an analysis of workloads, policies and procedures related to personnel management within the UFTF.
  • Prepare the revised and adjusted version of the Institutional Organization Descriptive Manual, including:
    • Diagnose the current organizational structure
    • Identify and define the roles and responsibilities of each organizational unit documentation of key processes and procedures
    • Develop standard operating procedures (SOPs) for key activities and review
    • Validate the manual by relevant stakeholders.
    • Design the new organizational structure, including updated organizational chart, Operating Regulations, Bylaws and Manuals.
  • Preparation of a proposal of the manuals for internal review and incorporation of comments and revisions in the final proposal of the manuals, regulations, and Bylaws.
  • Presentation and validation of the manuals to the Institution's management and the IFES team.
  • Preparation of final versions of the Job Description, Functions and Salaries Manual and the Institutional Organization Descriptive Manual based on the results of the work sessions.
  • Participate in workshops with other consultants to learn about the strategic thinking of the organization.
  • Other functions mutually agreed with IFES Honduras.

 

Deliverables

  • Consulting work plan and methodology
  • Complete proposal of the new organizational structure
  • Proposed revised and adjusted version of the Descriptive Manual of Positions, Functions and Salaries.
  • Proposal for Revised and adjusted version of the Institutional Organization Descriptive Report documenting the manual preparation process, including the methodology used, findings and lessons learned. Activity log detailing the activities of the consultancy (IFES format).

 

Qualifications and experience

  • Postgraduate degree in administrative or social sciences.
  • 5 years of proven professional experience in the elaboration and implementation of organizational development instruments.
  • Proven work experience related to institutional strengthening, human resource management and/or teaching.
  • Work experience in the development of business process manuals.
  • Experience working with government institutions will be considered a plus.
