General Statement

Quinsigamond Community College's Executive Director for High School Dual Enrollment Programs and Partnerships will develop, promote, oversee, and grow high school dual enrollment initiatives, including Early College, Gateway to College, the Fifth Year HS programs, and ACE programs which are proven to serve underrepresented and disproportionately impacted youth. The Executive Director plans, organizes, manages, and provides direction and oversight for all functions and activities of the high school dual enrollment programs; coordinates assigned activities with other College departments, officials, and outside agencies; acts as a liaison between the college and high schools/districts and is responsible for managing and enforcing terms and conditions of grant contracts and memorandum of understandings related to high school dual enrollment programs; manages concurrent enrollment course offerings at local high schools; represents the College and interfaces with multiple school districts' personnel, school site administrators, and other partners.

All full and part-time staff within the Office of High School Dual Enrollment, including but not limited to Early College Operations and Access Manager, High School to College Linkages Specialist, Academic Counselor for Gateway to College and Onsite Dual Enrollment, Program Specialist for Gateway to College and Onsite Dual Enrollment, Clerk IV, Work Study student workers, and others as assigned.


 

Duties and Responsibilities

  • Oversee all aspects of high school dual enrollment programs and partnerships, including the 5th year programs, i.e. the Springfield Discovery HS/CSET AS and the ECW Promise.
  • Provide planning and leadership for high school dual enrollment programs and overall department operation and direction.
  • Develop and expand high school dual enrollment initiatives and opportunities in Central Massachusetts.
  • Oversee and ensure contract compliance with high school dual enrollment funding and grants, including but not limited to Commonwealth Dual Enrollment Partnership Grant, Perkins Grant, Early College Designation Grants, and Gateway to College grant.
  • Engage in data-driven decision making for continuous improvement and to enhance equitable outcomes for students. Analyze the data, identify and address the curricular trouble spots, as well as conducting a comprehensive Program Review once every 5 years.
  • Maintains and analyzes data and current information on effective methods for serving the educational and support needs of the programs' students.
  • Develop, manage, and monitor high school dual enrollment budgets, coordinate expenditures, and maximize financial resources. Comply with established standards, laws, codes, rules, regulations, policies, and procedures.
  • Compile and submit state, federal, and local reports on department accomplishments and activities.
  • Keep pace with local, state, and national trends or regulations in the areas of curriculum, instruction, and assessment related to high school concurrent/dual enrollment and ensure curriculum and training meet the needs of the student population.
  • Ensure alignment of the curriculum to fulfill school district diploma requirements, while delivering college-level courses in alignment with career and innovation pathways.
  • Work collaboratively with the strategic communications and public relations department to develop and implement effective marketing strategies related to high school dual enrollment programs.
  • Establish and sustain strong partnerships with partner high schools, community organizations, and other stakeholders to expand opportunities for high school students to achieve program completion; strengthen communication between the college and high schools / districts.
  • Work closely with QCC deans, supervisors, and department directors and managers to schedule classes and ensure successful delivery of high school dual enrollment programs.
  • Act as liaison with Department of Elementary & Secondary Education, Department of Higher Education, and statewide agencies regarding high school dual enrollment.
  • Coordinate and establish and coordinate a High School Dual Enrollment Advisory Board, Early College Cross-functional team, partners at WSU and WPS.
  • Develop program manuals to ensure consistency and expectations of stakeholders involved.
  • Supervise communication with districts and school offices.
  • Develop and coordinate recruitment and outreach activities; oversee admission and registration processes, and alignment of articulations between the college and high schools/districts.
  • Coordinate with other campus departments to meet the instructional and student support needs of high school dual enrollment programs; oversee the practices, strategies, and approaches to provide comprehensive and individualized student support services.
  • Oversee and promote growth of teacher training programs and new staff development or orientations for all faculty interested in teaching high school dual enrollment courses.
  • Hire, supervise, develop, and evaluate department staff.
  • Ensure department goals and instructional strategies aligned with the college's strategic plan and concurrent/dual enrollment (NACEP) accreditation standards.
  • Ensure that HS students are achieving student learning outcomes of the courses. Examine opportunities for the Assessment Fellows to gather learning artifacts at the high schools for student learning assessment.
  • Work with the school deans to ensure that HS teachers will have consistent minimum qualifications as faculty QCC.
  • Work with Faculty Liaisons to ensure regular classroom observations at the high schools, provide additional discipline-specific support, and make clear of grading expectations.
  • Attend educational conferences and encourage staff members and others to attend, as well.
  • Actively supporting the teaching and learning process; practicing honesty and integrity in and out of the classroom; striving to create and support a student-centered environment while fostering academic innovation and excellence.
  • Working actively with other areas of the college to ensure a spirit of college wide collaboration, collegiality, civility, and teamwork. Respects the function of dissent in an academic institution while advancing a collegial atmosphere of campus collaboration.

Job Requirements:


Minimum Qualifications

  • Master's degree in public or education administration, social sciences, or related field.
  • Experience with high school dual enrollment programs.
  • Three years of experience leading diverse teams with a focus on continuous improvement.
  • Excellent written and verbal English skills.
  • Proven ability to meet goals and deadlines.
  • Experience in developing, maintaining, and collaborating with partners. Demonstrated sensitivity to and understanding of the diverse backgrounds of community college students.

Preferred Qualifications

  • Experience with grant and contract administration.
  • Experience developing and managing budgets and contracts.
  • Five years of supervisory experience.
  • Experience planning and implementing programs, including supervision and administration of daily operations.
  • Knowledge of state educational standards including secondary content standards.
  • Knowledge of NACEP accreditation standards.
  • Proven track record of implementing or overseeing programs relating to diversity, equity, and inclusion.
  • Bilingual or multilingual.
