JOB SUMMARY
Under general direction, plans, organizes, directs and implements the college's Dual Enrollment and K-12 Partnerships; administers dual enrollment programs and services; coordinates with other College Departments, officials, outside agencies and support staff to create pathways to enrollment at the College; dual enrollment student outreach and enrollment; directs, supervises and evaluates the work of assigned staff and faculty; leads program development, implementation and evaluation efforts; collaborates with other college personnel to market and promote dual enrollment opportunities and support services; establish effective partnerships with local high schools and adult schools; collaborates with other college personnel to coordinate recruitment and retention efforts for high school and adult students; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
The Director, Dual Enrollment and K-12 Partnerships, is distinguished from the other directors in that an incumbent is specifically responsible for creating and facilitating alignment and seamless pathways from K-12 and adult education programs to the College, and on to gainful employment and/or transfer to 4-year colleges and universities. The incumbent exercises independent decision-making abilities and is responsible for specialized and comprehensive programmatic work.

Example of Duties

DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Directs, leads, and facilitates College faculty, staff, administrators, K-12, adult education, university, and industry partners/advisory groups in planning and implementation of dual enrollment programming including curriculum creation and course scheduling and conflict resolution; ensures appropriate instructional and student support staffing and resources to implement program and expand participation; monitors class and attendance tracking and reporting in compliance with established program requirements.
2. With members of District management, participates in the development and implementation of District and department strategic plans; prepares and ensures compliance with the Chancellor's Office and state-mandated reporting requirements and timelines including program constituency groups and annual performance reports as needed; regularly monitors status and performance metrics for projects/initiatives to ensure results are consistent with budget and expectations.
3. Plans, organizes, directs, controls, integrates and evaluates the work of Dual Enrollment and K-12 Partnerships personnel; with managers, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; forecasts funds needed for the department's staffing, equipment, materials and supplies and approves department expenditures; directs and oversees the development, implementation and evaluation of plans, processes, systems and procedures.
4. Directs and manages the performance of Dual Enrollment and K-12 partner department faculty and staff; directs and oversees the selection of managers and staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, in accordance with District human resources policies and labor contract agreements.
5. With Deans and other administrators, supports the recruitment, screening, selection, and assignment of Dual Enrollment High School Instructors; ensures Dual Enrollment High School Instructors and counselors meet California Community College and College minimum qualifications; provides guidance to K-12 districts and instructors regarding requirements, processes and procedures for teaching dual enrollment and the hiring, onboarding and timekeeping/payroll processes of the College.
6. Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that mirrors District values and supports achieving the department and District's mission and objectives.
7. Provides guidance and expert knowledge of local, state, federal regulations and accreditation standards related to Dual Enrollment and associated instruction; maintains advanced knowledge of funding source tracking and reporting requirements and restrictions; disseminates information to College, department staff and faculty.
8. Coordinates the development, execution and maintenance of contract agreements between the College and area partners to include school districts, adult education programs, and college and university partners; generates contract and MOU agreements, reviews, edits and maintains records in accordance with policies and procedures.
9. Coordinates the scheduling of dual enrollment classes with College and partners; tracks and monitors requests from K-12 districts and College departments; verify that dual enrollment class schedules and attendance hours comply with both College and partner scheduling, class hour, faculty load and attendance accounting requirements; monitor dual enrollment class schedule changes to ensure ongoing compliance.
10. Collaborates with College personnel to assist with and help coordinate dual enrollment student registration, guidance, retention, completion, and support; oversees and provides professional development, and on-going assistance to dual enrollment faculty, including orientation, planning for high school calendars, high school site-specific information, and processes and procedures for reporting student progress and grades through the appropriate channels.
11. Collaborates with faculty, staff, college administrators, K-12 and adult education partners and advisory groups in order to plan and implement marketing, outreach, recruitment, and engagement initiatives for current and prospective students; prepares and disseminates informational and promotional articles and materials related to pathways using various outlets, including the web and social media; ensures timeliness and accuracy of media on College and partner websites and other media.12. Leads initiatives to promote dual enrollment student completion with an emphasis on closing equity gaps in populations who are historically underrepresented in higher education; collaborates with College and K-12 partners to provide culturally responsive programming and support and remove barriers in order to expand dual enrollment opportunities for underserved and disproportionately impacted students.
13. Chairs and participates in participatory governance committees, processes and initiatives; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
14. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socio-economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.

OTHER DUTIES
1. Participates in professional development related to the assignment, including regional, state, and national workshops, training sessions, and conferences as appropriate.
2. Travels to service area locations to participate in outreach, communication and engagement initiatives.
3. Performs related duties as assigned.

Qualifications

QUALIFICATIONS
Required Education and Experience
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Graduation from an accredited university with a master's degree, and at least 1 year of formal training, internship, or leadership experience in program administration; or an equivalent combination of training and experience.
Demonstrated understanding of, sensitivity to, and appreciation for the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students and employees
Proven commitment to community college goals and objectives of providing quality programs and services for culturally, socio- economically, ethnically, and academically diverse students and student with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students with diverse abilities and interests
Desired Education and/or Experience
At least three years of experience managing/coordinating a dual enrollment, high school or college program, project, or initiatives in a college or university.
Bilingual verbal and written communications skills in English and Spanish.

Knowledge of:
1. Administrative principles and methods including goal setting and long-range planning, program development/implementation, delegation and employee supervision.
2. Educational standards and practices applicable to K-12, community colleges, adult education, and colleges and universities.
3. School and adult student specific learning needs and available resources in order to meet those needs.
4. Outreach and marking techniques and methodologies.
5. Curriculum and program requirements for dual enrollment.
6. Administrative protocols and processes of College and K-12 partners involved in dual enrollment course operations and management.
7. Federal, state, and local laws and regulations that impact information technology functions, including reporting and data security requirements, California Education Code, and Family Educational Rights and Privacy Act (FERPA).
8. Principles and practices of public administration, including budgeting, purchasing and maintaining public records.
9. Principles and practices of sound business communication.
10. Research methods and analysis techniques.
11. Principles and practices of organizational improvement, equity and culture change.
12. Safety policies and safe work practices applicable to the work being performed.
13. Board Policies, Administrative Procedures, Human Resources policies and procedures, Equal Employment Opportunity, and collective bargaining agreements.

Ability to:
Formulate a clear vision, strategic plan, and appropriate operational goals, objectives and outcomes for the instruction, programs, and services of District and the Dual Enrollment and K-12 Partnerships Department.

Understand and be sensitive to and respectful of the diverse backgrounds of community college students and staff.

Collaborate and develop partnerships with representatives at a variety of educational institutions and community organizations.

Coordinate and execute a variety of programs and projects simultaneously.

Respond to the diverse educational needs of the community and adapt an approach suitable for each school site and student group.

Organize, set priorities and exercise expert, independent judgment within area of responsibility.

Understand, interpret and apply policies and procedures, regulations, government and state code, and other applicable laws.

Communicate effectively, make presentations, and represent the District in negotiations and dealings with other educational institutions, partners, and the community.

Conduct research, interpret data, prepare and present reports, proposals and recommendations clearly, logically and persuasively to diverse audiences

Select, motivate and evaluate staff and provide for their training and professional development.

Operate a computer and use standard business software.

Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.

Demonstrate an understanding of, sensitivity to and appreciation for, the academic, ethnic, socio-economic, disability and gender diversity of students and staff attending or working on a community college campus.

Physical Effort / Work Environment
Light to moderate physical effort in a normal office environment. Extended moderate periods of sitting. Occasional moderate standing, walking, stooping, bending and kneeling. Periodic handling and lifting of up to 15 pounds unassisted. May have to operate a vehicle or travel to locations other than primary worksite.

Licenses and Certificates
Possess or ability to obtain a valid California driver's license and must have an acceptable driving record and current vehicle insurance meeting State of California requirements.
