Lead Engineer / Sr. Program Manager - (Rail / Transit)
Job Description
Moffatt & Nichol is seeking a Lead Engineer / Sr. Program Manager to join our growing rail group in Southern California. Qualified candidates will have experience that includes leading the planning, design, and preparation of construction drawings and contract documents for all types of rail and transit projects from planning through construction. They will have served as a lead engineer on rail and transit projects and have contacts with key clients such as Metrolink, LA Metro, OCTA, RCTC, SBCTA, SANDAG, NCTD, Caltrain, BART, BNSF, UPRR, California High-speed Rail (CAHSR) Authority, Brightline, Gold Line Authority, SGVCOG, and other local cities. Rail industry experience could include commuter, freight, light and heavy rail, as well as passenger stations, maintenance support facilities, rail yards, at-grade crossings, and grade separations. We are looking for an individual with strong written and verbal communication skills, a proven ability to manage clients, lead programs and build teams. This individual must be energetic, self-directed, and success focused.

Duties and responsibilities:

- Build strong relationships with key stakeholders and local clients
- Develop technical approaches for key strategic pursuits and work closely with the Marketing team to develop winning proposals
- Develop project scopes, fees, and schedules for rail design contracts from Planning to final PS&E and Design Support During Construction
- Monitor project scope, fee, and progress for the successful completion of projects
- Manage project risks with a solution-based mindset to add value to M&N's clients
- Active participation in the rail and transit industry community
- Manages development final PS&E documents per client standards to obtain approvals
- Leads/Evaluates design for rail, transit and/or general civil projects including, but not limited to, track, grade crossing, quiet zone, safety improvements, railroad grading and drainage, 3D modeling of rail corridors, wet/dry utilities, and permit processing
- Coordinate effectively with various disciplines such as environmental, geotechnical, structures, surveyors, right of way, traffic, roadway, etc
- Leads the identification of required engineering resource requirements, internal & external
- Oversight of engineering deliverables and requirements
- Monitors, tracks, and reports weekly engineering progress

Qualifications:
- Bachelor's degree in Civil Engineering; required
- Master's degree in Transportation or a closely related discipline; preferred
- 15+ years of experience in rail or transit engineering consulting industry; required
- Professional Engineer (PE) licensure in CA; required
- Experience leading plan preparation for large and small rail and transit projects; required
- Experience in rail safety, rail crossings, and/or signal timing; desired
- Strong and proven connections with rail and transit clients in Southern California
- Excellent communication skills (verbal, written, and presentation)
- Availability and willingness to travel
- All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Base salary range:
$138,000 to $168,000 annually based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.
Base salary range only applicable for candidates who will be hired and working in the California market.
Working conditions:
Works indoors and onsite/outdoors with some travel across. When onsite may be exposed to weather conditions including very hot and very cold.
Physical requirements:
Work is generally performed in an office or client office setting. Ability to use standard office equipment is required.
