Director of Fleet and Logistics

Job Description

Johns Hopkins University Public Safety (JHPS) is seeking a highly motivated individual to work as the Director of Fleet and Logistics. The Director position provides oversight and management of the procurement, inventory, disbursement and maintenance of fleet vehicles, supplies and equipment, Ensures the logistics of purchasing and distribution happens timely, efficiently and accurately while ensuring the system transactions and analysis to confirm inventory compliance requirements are being met and maintains a high level of inventory accuracy.


Specific Duties & Responsibilities

  • Develops a fleet, logistics and supply strategic plan to minimize all total life operating costs and to meet department objectives and needs.
  • Plans, coordinates, leads, and tracks the transfer, addition, retirement, or sale of any fleet or equipment asset while ensuring that the proper accounting procedures are followed.
  • In close coordination with the Logistics and Supply Manager, consolidates and reports monthly cost summaries for the equipment and fleet and tracks progress against cost-savings and sustainability initiatives.
  • Plans and manages supply/equipment and fleet replacement initiatives while adhering to casualty reserves and or other capital and expense budgets.
  • Partner with Public Safety leadership to align on strategic goals and initiatives in order to lead team to achieve business goals and improve overall satisfaction.
  • Negotiate and manage vendor service contracts and relationships to ensure vehicles are properly maintained, repaired and cleaned.
  • Oversees and manages the ordering and evaluation of department equipment and supplies: consults with vendors; obtains quotes; requests equipment for test and evaluation for possible purchase.
  • Oversees and evaluates products and supplies; ensures equipment and supplies comply with local, state and federal rules, regulations and standards.
  • Oversees and administers/monitors equipment and supply budget; prepares and submits purchase requisitions/orders; and obtains management approval for new purchases.
  • Manages staff that receives, stores, maintains appropriate inventory of uniforms, equipment, and supplies and ensures disbursement of equipment upon approved requests and/or delivers as needed.
  • Manages the tracking of equipment from manufacture date to retire date and maintains logs/records and database of all materials issued.
  • Oversees the management of items being properly stored and secured.
  • Ensures the control of equipment and uniform inventory through manager; conducts physical inventory counts as needed with manager, including test counts, sight inventory, and low stock checks and adjustments; verifies and adjusts inventory records, as needed; and prepares and submits related reports and records.
  • Provides oversight to manager verifying equipment or material and amounts against information on the purchase or manufacturing orders, checks for required inspection stamps, and checks for correct items received.
  • Provides oversight to those responsible for assuring equipment/material is properly identified and packaged.
  • Ensures records of equipment received, disbursed, and on hand are maintained.
  • Ensures staff are responsible for assuring inventory accuracy and record integrity through cycle counting and auditing of all physical inventories and monitoring all inventory transactions and records.
  • Resolves storeroom discrepancies. Issue, research, and close inventory discrepancies as required with staff.
  • Responsible for ensuring the vehicle in-fleeting and de-fleeting is completed as well as vehicle inventories and utilization.
  • Control downtime across both mechanical and damage incidents.
  • Perform PO reviews and approvals.
  • Work with manager to continually expand the use of technology in fleet operations, especially telematics and fleet management software.
  • Develop standard operating procedures for vehicle use, maintenance, and safety.
  • Implement Continuous Improvement projects to improve fleet performance and equipment inventory processes.
  • Explore and implement new fleet technologies, especially electric vehicles.
  • Manage a variety of fleet and operationally related special projects.
  • Manage a variety of fleet vendors and suppliers.
  • Continually expand the use of data and reporting to optimize fleet and equipment management.
  • Contribute to creating, expanding, and continuously improving standardized processes.
  • Responsible for approving all rental, lease, and vehicle alteration requests.
  • Responsible for ensuring that all vehicles and equipment are appropriately funded for accurate invoicing.
  • Providing direction and guidance on DOT-regulated vehicle operations to include, annual license and registration renewals, endorsement verification, federally mandated training, equipment/vehicle inspections, and recordkeeping.
  • Monitoring and advising Public Safety regarding lifecycle and repair determinations for Fleet Vehicles.
  • Practices good safety habits and maintains good housekeeping.
  • Communicate with and provide excellent customer service to both internal and external customers.
  • Implements preventative measures to mitigate inventory loss/inventory inaccuracy.
  • Participates in audits, both internal and external.
  • Other duties as assigned.


Skills and Abilities

  • Knowledge of law enforcement.
  • Excellent interpersonal skills, including an ability to work independently and in a team setting.
  • Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines.
  • Knowledge on inventory software systems.


Minimum Qualifications
  • Bachelor’s Degree in a related field.
  • Ten years’ progressively responsible related experience working within communications operations including call center, 911 and/or emergency communications systems within a public safety or similar work environment. At least 2 years supervisory experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • The above experience in a law enforcement environment.
