The Vice President of Finance and College Operations leads College finance and operations for the enterprise. The VP of Finance and College Operations will work under the general direction of the President and serve as a member of the College’s Strategic Leadership Team.
The VP of Finance and College Operations must embrace innovation, understanding that rapid change must be accomplished without sacrificing quality. The VP of Finance and College Operations is an agile, innovative, transformational, systems thinker, who embraces the community and technical college mission, especially within a rural setting. Primary Duties and Responsibilities
Executive Leadership
- Serve on the President’s Strategic Leadership Team and other committees as needed. Participate in the development and implementation of the College-wide strategy and administrative policies. Develop structures and systems necessary to support quality and efficiency for overall College operations.
- Work collaboratively with all departments and functions to deliver exceptional value to students and the District.
- Prepare, submit, and administer timely and accurate College budgets and financial reports. Direct the annual budget development process to include preparation of key assumptions, enrollment and revenue estimates, development of cost estimates, and strategies for the most efficient allocation and use of all the financial resources available to the College. Make related recommendations to the President and District Board.
- Prepare long-range financial forecasts for the College to provide a framework for decision-making and to ensure long-term financial stability.
- Represent the College at meetings, conferences, events and actively participate in community affairs. Maintain memberships in State and regional professional associations.
- Executive sponsor (or champion) of the College wide Enterprise Resource Planning System.
Finance and Operations Leadership
- In alignment with the College’s strategic plan, provide leadership, direction, and oversight of financial strategy and planning, budgeting and budget analysis, accounting and auxiliary business operations, payroll, finance controls and reporting, investment oversight, debt management and compliance, purchasing, legal issues, contracts, risk management and insurance (including Nicolet’s self-funded health insurance plan), grants management, and mail services.
- Research and analyze data to inform decision making.
- Monitor College-wide processes to ensure fiduciary and fiscal compliance. Develop and recommend College policy, administer procedures for implementation of such policy, and interpret educational laws, regulations and procedures which direct such policy.
- Administer all facility and real estate short-term and long-range facilities planning to include funding, architectural/engineering, and construction services. Communicate with College stakeholders regarding the priorities and needs of the College.
- Direct and coordinate the administrative planning, procedures, and processes relative to oversight of depository, banking, and investment activities of the College, to include compliance with post issuance tax exemption issues and activities.
Supervise Enterprise Operations
- Supervise College leaders in the areas of Business Services (Accounting, Accounts Payable, Accounts Receivable, Procurement); Information Technology; Campus Facilities; Risk, and Compliance.
- Direct effective and efficient leadership of administrative and support staff in a collaborative and team-based environment. Develop and manage assigned budgets. Provide oversight for multiple work functions and supervise employees. Conduct annual evaluations of assigned staff and promote the education and development of assigned teams.
- Assure the direct coordination of activities with related College teams and external support and regulatory organizations including local, state, and federal agencies.
- Oversee legal compliance and risk management across all operational areas, ensuring adherence to relevant laws, regulations, and industry standards. Take the lead in managing outstanding legal matters, including litigation, lawsuits, and regulatory inquiries, in collaboration with legal counsel to mitigate risks and protect the organization's interests.
- Serve as the College’s primary records custodian.
Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of generally accepted accounting principles, internal controls, debt, and cash management.
- Knowledge of risk and loss management, financial budgeting, fiscal management, legal compliance, information technology, facilities, and their relationship to College operations and services.
- Knowledge of the principles of quality management and continuous improvement, with the ability to establish and meet goals and objectives.
- Ability to work in a collaborative environment, lead teams, and resolve conflicts.
- Ability to communicate effectively orally and in writing with employees, students, elected officials, and the public.
- Ability to interpret legislative and statutory regulations and create College policy in a collaborative environment.
- Ability to provide administrative leadership within the College and throughout the district.
Required Qualifications:
- Master’s degree in business administration, Public Administration, Finance/Accounting, or an area related to college administrative and finance operations; and a minimum of seven years of progressive administration and leadership experience in enterprise-level operations.
OR
- Bachelor’s degree in business administration, Public Administration, Finance/Accounting, or an area related to college administrative and finance operations; and a minimum of twelve years of progressive administration and leadership experience in enterprise-level operations.
Preferred Qualifications:
- Certified Public Accountant (CPA) designation.
- Public sector or higher education experience.

- Work in an office area as well as throughout the College. Sit at workstation for prolonged periods of time. Stand, bend, squat, lift up to ten pounds, and move intermittently during working hours.

- While performing the duties of this job, the employee will be exposed to normal office conditions and usual office equipment such as telephone, personal computer, printers/copiers, reports, and files.

- The employee must demonstrate strong attention to detail and must be able to perform complex tasks without error.
